Moldova secures EU integration roadmap with fresh reform funding

European Union leaders pledged on Monday that Moldova’s future lies within the bloc, greenlighting formal accession negotiations in Brussels. The commitment comes with a significant financial incentive, as Brussels ties billions in development aid directly to Chișinău's success in judicial reform and anti-corruption measures.

The summit served as a critical progress report for Moldova, which applied for membership following Russia’s 2022 invasion of Ukraine. Negotiations, previously stalled by opposition from former Hungarian Prime Minister Viktor Orbán, are now focused on aligning Moldovan legislation with the EU acquis. European Commission President Ursula von der Leyen identified the rule of law as the backbone of this process, covering judicial independence and media freedom.

Financial support remains a central component of the integration strategy. Moldova has already secured €504 million through the EU’s Reform and Growth Facility. A further €528 million is contingent upon the country meeting specific reform benchmarks by 2026. Beyond direct funding, Chișinău is integrating into broader EU frameworks, including the Erasmus student exchange program by 2028.

While officials in Chișinău and Kyiv target 2027 for the completion of accession, the path remains complex. Every one of the 27 member states must grant unanimous approval, a hurdle also faced by Western Balkan candidates like Montenegro and Albania. EU Council President Antonio Costa characterized the expansion as a vital geopolitical investment, noting that Montenegro could conclude its own talks by the end of this year. Public sentiment in Moldova remains cautiously optimistic, with 63 percent of citizens supporting accession in recent surveys, though constitutional changes required for full membership face narrower support.
