Austria, Denmark, Germany, Greece, and the Netherlands are spearheading the initiative to establish hubs for rejected asylum seekers outside EU borders. The UNHCR insists that any such sites must remain open, providing residents with access to education, employment, and freedom of movement within the host territory.
