Dutch justice minister David Van Weel maintains that the financial pressure is a deliberate consequence of President Julius Maada Bio’s refusal to cooperate with international law enforcement regarding the fugitive.
While Brussels attempts to frame the suspension as a procedural matter, the scale of the funding remains significant. Sierra Leone was promised €352 million in development support through the 2021–2027 budget cycle, with €18 million earmarked for release this year alone. By decoupling the aid freeze from the extradition standoff, the European Commission seeks to avoid setting a precedent for using development budgets as leverage in individual criminal justice cases.
