Major Callum Gaskell of the Royal United Service Institute notes that the integration of intelligence, surveillance, and reconnaissance satellites with GPS-guided munitions has fundamentally altered how strikes are conducted. For the EU, this shift necessitates a departure from reliance on external infrastructure toward an autonomous system capable of supporting secure government and defense communications.
The IRIS² project, bolstered by an implementation agreement with the SpaceRISE consortium signed this August, aims to populate low Earth orbit with 348 satellites by 2029. European Commission spokesperson Thomas Regnier emphasized that this rapid development is a direct response to the urgent need for strategic resilience. Until the full constellation reaches operational status, the EU continues to utilize GOVSATCOM, a program that aggregates existing capacity from member states and private commercial partners to maintain secure links.
This initiative marks a pivot for the continent’s aerospace sector, which historically focused on engineering milestones like the Ariane 5 launcher and the deployment of the James Webb Space Telescope. By shifting its focus to military-grade connectivity, Europe intends to secure its position against the growing threat of signal disruption and space-based interference.
