Putin eases Type C account restrictions for foreign entities

Vladimir Putin has signed a decree lifting restrictions on bank deposits held by foreign individuals and Russia-based branches of overseas firms. The move signals a shift in the Kremlin’s financial blockade, granting these specific depositors renewed access to funds previously trapped within the country’s restrictive Type C account system.

The Type C account regime, established in 2022, was designed as a financial bulwark against nations labeled as unfriendly for their role in imposing sanctions on Russia. Under these rules, assets belonging to institutional funds and major Western corporations were effectively frozen, later expanding to include bank deposits from these jurisdictions on June 1, 2026.

New amendments to the decree allow foreign citizens and local structural units of foreign companies to freely manage their capital. These depositors can now withdraw the ruble equivalents of funds credited to their Type C accounts between the June 2026 freeze and the decree’s effective date of August 4, 2026. By decoupling these specific groups from the broader sanctions-era restrictions, the government is providing a limited path for liquidity for entities registered within the Russian Federation.
