The appointment marks a pivotal effort to stabilize a firm still reeling from intense government and client scrutiny.

Sams, who previously served as the firm’s chief financial officer and chief operating officer, beat out a pool of both international and external candidates to secure the role. Independent chairman Michael Ebeid highlighted the need for a leader defined by integrity, noting that the board expects Sams to navigate the firm through a period of profound institutional distrust.

The organization has been in crisis since March, when whistleblower allegations revealed that staff members leveraged inside information to secure lucrative audit contracts. The fallout necessitated a complete leadership overhaul, resulting in the departures of the former CEO, chairman, and several senior audit partners. Sams, who replaces interim leader Stan Stavros effective immediately, faces a clear mandate from the board: fundamentally overhaul the corporate culture and repair fractured relationships with regulators and government partners. He has publicly committed to making the difficult decisions required to restore the firm's reputation.
