The initiative marks a significant expansion of the €93.5 billion scheme, which currently supports over 20 non-EU countries. While most participants are European, the inclusion of India follows a strategic shift to broaden the bloc’s scientific reach to partners including Canada, South Korea, and New Zealand. Accession talks with Australia remain ongoing.
This scientific cooperation complements the broader economic pivot solidified in January. European Commission President Ursula von der Leyen previously characterized the bilateral trade pact as a foundational deal for both regions. Commerce and industry minister Piyush Goyal noted that legal experts are finalizing the text of the agreement this month, positioning both the trade deal and the Horizon membership to take effect simultaneously in early 2027.
